China Officially Includes Lithium-ion Batteries and Related Products in CCC Compulsory Certification Scope

China has implemented the CCC (China Compulsory Certification) scheme for lithium-ion batteries, battery packs, power banks, and power adapters/chargers used in electronic and electrical products, as well as telecommunications terminal equipment.

On March 16, 2023, the Certification and Accreditation Administration of China (CNCA) officially announced the implementation of CCC certification for these products in accordance with Opinion No. 31 [2022] of the General Office of the State Council. The key points are as follows:

  • Effective August 1, 2023: Designated certification bodies began accepting CCC applications for these newly included products. Certification is conducted according to the "Compulsory Product Certification Implementation Rules - Information Technology Equipment" and the applicable standards listed in the table below.

  • Effective August 1, 2024: Products that have not obtained a CCC certificate or do not bear the certification mark shall not be manufactured, sold, imported, or used in any other commercial activities.

  • Implementation Phase: Currently, CCC certification applies to lithium-ion batteries and battery packs used in portable electronic products. For batteries used in other types of electronic and electrical products, certification requirements will be introduced as conditions mature.

  • Standard Transition: Given that GB 31241—2022 (Lithium-ion cells and batteries used in portable electronic equipment—Safety technical specification) became mandatory on January 1, 2024, designated certification bodies are conducting certification work in alignment with this standard's implementation date to reduce costs for enterprises.
